A Sweden gambling software permit authorises a business to manufacture, supply, install or modify gambling software used for licensed online gambling or betting. It does not authorise that business to run a casino for players. A supplier name or permit badge therefore cannot replace a check of the company operating the gambling site.
This guide explains the distinction for readers checking casino licence claims and for businesses examining a Swedish supply arrangement. It covers the software boundary, responsibility for technical compliance and a practical evidence checklist. It does not classify a particular company or provide legal advice. The Swedish originals linked below were checked on 9 October 2026; the English explanations are editorial paraphrases.
What counts as gambling software in Sweden?
Spelinspektionen, the Swedish Gambling Authority, describes gambling software as software specifically designed for gambling for money that requires a licence. Its examples include random number generators, bet placement and matching programs, and programs that record wagers, determine results or calculate and allocate winnings. Live-casino streaming and control solutions are also among the examples.
That is a functional definition. It can cover components within slots, online poker or a sportsbook, rather than only a complete casino platform. Our explanation of a remote gaming server shows why important game functions can sit outside the player-facing website.
The regulator's permit overview separately excludes software developed for supporting activities such as results analysis, affiliate activity or customer management. Those descriptions are not a blanket exemption for a product labelled “CRM” or “analytics”. Compare what the software actually does with the regulator's gambling functions before drawing a conclusion.
Which B2B activities require a permit?
Chapter 11, section 6a of the Swedish Gambling Act sets out four activities: manufacturing, supplying, installing and modifying relevant software. The regulator explains that a supply intermediary can need a permit even when it did not create the game. Installation by a separate company can also require its own permission.
For manufacture and modification, Spelinspektionen examines control over the software's design and content, and ownership rights. Its guidance gives an example in which one company retains development control while a third party contributes according to specifications: the controlling company needs the permit, while the contributing party in that example does not. That limited example does not exempt every subcontractor.
| Arrangement | Regulator's stated boundary | Evidence to examine |
|---|---|---|
| Game developer or modifier | Control over development, design, content and ownership matters | Development responsibilities and rights, not only the studio name |
| Supply intermediary | The party entering the gambling-software supply agreement needs a permit | Contracting legal entity and its current permit |
| Separate installer | Installation can itself require a permit | Which company performs installation |
| Supporting software | Results analysis, affiliate and customer-management tools are excluded as supporting activities | Actual functions and whether they extend into gambling software |
The table summarises the regulator's guidance, not findings about four real businesses. A commercial group may divide these functions among several entities. One group logo does not establish which entity holds the relevant permission.
A supplier permit is not an operator licence or a test certificate
Swedish commercial online gambling and betting sit under Chapters 7 and 8 of the Act. The software permission sits under Chapter 11. For a casino-site check, identify the player-facing operator and its authorisation separately from any game studio or platform supplier. The Sweden market profile provides the surrounding market context.
Chapter 16, section 1a requires the online licensee to ensure that relevant software has been manufactured, supplied, installed or modified by a permit holder. Spelinspektionen's guidance stresses that checking the supplier alone is insufficient if manufacture requires a separate permitted entity. It also places responsibility for the games' technical requirements and certification on the gambling operator.
These are separate checks: permission for the business activity, the operator's licence and evidence of technical compliance. A supplier permit cannot by itself establish the tested version or configuration of a game, its payout behaviour or a casino's withdrawal performance. The casino game testing guide explains that separate evidence layer.
In-house software and intellectual-property companies
An operator that makes relevant software only for its own use still needs the software permit, according to Spelinspektionen. “We do not sell it to anyone else” does not remove the activity from the guidance.
Holding intellectual-property rights alone is not subject to the permit requirement. However, the regulator says granting those rights to another party that will manufacture, supply, install or modify the software constitutes supply requiring a permit. Distinguish passive ownership from the arrangement that makes the software available. Contracts and development control are more useful evidence than a group structure chart alone.
What to verify before relying on a permit claim
Start with Spelinspektionen's official licence register. The authority describes it as containing businesses with valid licences or permits; it also lists gambling-site addresses for online and betting licensees. Search the exact legal company rather than stopping at a familiar brand. Do not assume a software entry establishes a player-facing domain match.
Record the permission type and any dates or conditions exposed in the record. Keep the operator check separate, with its own legal entity and website. For a supply review, add the actual manufacturing, supply, installation and modification roles. If a necessary field is unavailable publicly, retain the gap and seek the decision or clarification rather than filling it from a promotional announcement.
Chapter 11, section 11 allows software permits for a specified period of no more than five years. It also provides continuation pending the renewal decision when the application is submitted at least four months before expiry. A printed end date alone therefore does not resolve every renewal situation; check the current record and relevant decision.
The regulator's overview lists a SEK 120,000 application fee as checked on 9 October 2026. Supervision fees are separate. This is not a total operating-cost estimate or a promise of approval, and the guide does not reproduce the full application or supervision-fee rules.
The supply restriction has its own scope
Chapter 11, section 6e prohibits a permit holder from manufacturing, supplying, installing or modifying gambling software for someone lacking the necessary licence under the Swedish Act. Preserve those words when describing the restriction. “A Swedish permit prohibits every foreign customer without a Swedish licence” is a broader statement than the cited provision supports without examining the customer's activity and the Act's application.
A permission in another jurisdiction likewise does not answer whether the Swedish software requirement applies to an arrangement. Our Malta B2C and B2B guide explains a different framework; its categories should not be imported into Sweden as though they were identical.
Frequently asked questions
Does a Swedish software permit mean a casino is licensed?
No. It concerns specified software activities, not permission to operate the player-facing gambling service. Check the operator's legal entity, authorisation and website separately in the official register. A supplier can appear inside a casino's product without being the company that operates your account or holds that casino's licence.
Does an operator need a permit for its own software?
Yes, where it manufactures, supplies, installs or modifies gambling software within the requirement. Spelinspektionen explicitly includes software made only for the operator's own use. The relevant company and activities still matter if development sits in a group company or an independent contractor; the operator label does not resolve that allocation.
Is every casino-related software tool covered?
No. The regulator distinguishes gambling software from supporting activities such as results analysis, affiliate tools and customer management. Its gambling examples include wager processing, outcome determination and winnings allocation. Assess the tool's actual function and the company's role; a product name alone cannot establish whether it falls inside or outside the requirement.
The useful conclusion
A Sweden gambling software permit answers a specific question about a company's software activities. For players, it cannot replace verification of the casino operator. For businesses, the useful evidence connects the legal entity, controlled functions, current permit and operator relationship, while keeping technical certification separate. Save those distinctions with a check date instead of treating “B2B approved” as a general trust badge.
