Dutch regulator Kansspelautoriteit (Ksa) announced on 28 October that applications for its single offline horse-race pool-betting licence will run from 4 to 31 January 2027.
The term is 1 July 2027 to 30 June 2032, following expiry of ZEbetting & Gaming Nederland B.V.'s current licence on 30 June 2027.
Offline pools and online betting have separate permissions
The statutory monopoly covers pari-mutuel horse-race bets at racetracks and physical betting shops. Online gambling uses a separate licensing system.
For a reader checking an operator, the channel is part of the verification task. A licence claim needs to match the actual activity being offered. Our Netherlands remote-gambling licence guide explains how to check an online provider separately; this announcement is about the offline permission.
That also limits what can be inferred about an existing ticket. The announcement describes a future licensing procedure, rather than how a particular bet has been graded. A reader disputing a payment still needs the accepted market, covered period and applicable conditions, not just a licensing headline.
A draw follows only if several applicants qualify
Qualification checks include governance, integrity, player protection and offline sports-betting experience. If several applicants pass, a notary holds an unweighted draw. The €40,900 processing fee is prepaid and non-refundable.
Paying for assessment is distinct from being selected. Likewise, announcing a procedure, receiving an application and granting permission are different stages. The October notice should not be treated as evidence that an applicant has already won the licence.
The 10% contribution has a defined scope
The holder must pay the horse-racing sector 10% of monthly gross gaming result from bets accepted that month on Dutch-organised harness and horse races.
Gross gaming result is a revenue measure, not the total staked by customers. Our gambling revenue glossary explains that distinction. A percentage without its base and covered races would misstate this requirement; it is not a 10% deduction from every wager worldwide.
Ksa expects the application form and model licence in December 2026. Applicants will need to read those materials before using the January window. That expected timetable should not be reported as confirmation that the documents are already available.
