A Curaçao gambling licence concerns the authorised business and its activities. For a player-facing website, the CGA's Certificate of Operation connects that business to an approved domain. A supplier's B2B permission answers a different question: which critical goods or services it may supply. See the CGA's certificate definitions.

That distinction matters when checking a casino, buying software or publishing an operator profile. A familiar brand, a group company and the entity named in a customer contract can be different things. Collecting a licence number without identifying whose permission it is leaves the commercial relationship unresolved.

This guide uses public Curaçao Gaming Authority documents checked on 30 September 2026. It explains the framework, rather than certifying any named casino's current status. The CGA homepage displayed a notice that its online gaming portal was offline during this check. The separately accessible certification-policy page remained available; access to that policy is not evidence that every individual certificate is reachable.

What changed under LOK?

LOK is the Landsverordening op de kansspelen, or National Ordinance on Games of Chance. The CGA's general information page identifies 24 December 2024 as its entry-into-force date and describes the authority's licensing and supervisory role for remote gaming in or from Curaçao, including a supplier route for critical gambling-related goods and services.

Older terminology needs care. The CGA's online gaming explanation distinguishes the former LBH framework from LOK, while noting that the former law retains relevance through transitional provisions. An old certificate, an application acknowledgement and a current grant should therefore not be filed as equivalent evidence.

For a transaction, ask which regime the specific document belongs to and whether a later decision has replaced it. An archive can explain how the business reached its current position. It cannot establish today's status without a fresh check. Our research note on why licence status needs a date explains how to preserve that history without presenting it as live verification.

B2C operators and B2B suppliers: check the activity first

The legal distinction starts with what the entity actually does. In the LOK text published by the CGA, Article 1.1 defines critical goods and services by their importance to game outcomes or the licensee's ability to meet its obligations. Article 1.5 addresses supplying them in or from Curaçao. This is narrower than treating every business that sells something to a casino as a critical supplier.

For procurement, describe the proposed service before searching for a badge: who operates the game, what the software controls, who contracts with players and which legal entity signs the supply agreement? A marketing agency, software studio and player-facing operator should not receive the same classification merely because all work in iGaming. Where the boundary is disputed, seek a determination from the authority or qualified local counsel.

The cross-jurisdiction distinction is covered in our operator versus B2B supplier licence guide. Its examples are context, not substitutes for Curaçao's own rules.

The supplier commencement rule needs a separate check

Article 15.10(3) of the published LOK text defers Articles 1.5 and 5.16(4) until two years after the ordinance's commencement. Applied to the CGA's stated date, that points to 24 December 2026. This is the timetable in the reviewed text, not a claim that every supplier already needed that permission on 30 September 2026. Check subsequent legal changes and the particular entity's conditions before relying on the date for a business decision.

The distinction between a route through which permission can be granted and the date an obligation becomes mandatory is easy to lose in a short company profile. Record both. This article does not resolve an individual supplier's transitional position or replace application advice.

Which document proves what?

The CGA certification policy distinguishes these documents. The comparison is deliberately limited to their stated evidential purpose.

CGA entity and domain certificates: different evidence boundaries
DocumentWhat it concernsVerification boundary
B2C License CertificateEntity's gaming permission, validity and scopeNot a domain-specific authorisation
B2B License CertificateEntity's supplier permission, validity and scopeNot permission to run a player-facing casino
Certificate of OperationApproved B2C player-facing domainMatch the domain, operator and displayed status

The policy places the operation seal on approved player-facing sites, requires its link to lead to cert.cga.cw, and permits the entity-level seal on a corporate site subject to display conditions. The documents are not interchangeable.

Our practical recommendation is to store each item in its own field. If a review system has a single attachment called “licence”, the next researcher may not know whether it holds an entity certificate, a website certificate or merely a PDF supplied by a salesperson. Keep the document type visible beside the evidence URL.

Three verification scenarios

These are hypothetical research examples, not findings about real operators. They show how to write a useful conclusion without filling missing fields with assumptions.

1. The legal entity matches, but the website has not been checked

A procurement team receives an entity certificate and matches the full corporate name to its draft contract. It has not yet reviewed the customer-facing website. The research record can state that the document and contract name agree. It should leave the website check open rather than extend the match to all domains carrying the same brand.

Ask for the exact service address, then review it independently. If several regional websites are involved, create separate rows. Reusing one conclusion across a brand's entire domain portfolio hides which sites were actually examined.

2. A consumer domain points to a different address

A researcher follows a casino's footer link and finds an official record that names a different domain. Save both addresses exactly as displayed, including their suffixes. Recheck that the link did not pass through an unrelated redirect and look for a separate record for the address under review.

Do not publish a clean match while the discrepancy remains. An operator explanation can help locate the right evidence, but it does not replace the authority's record. If describing the discrepancy publicly, separate what was observed from any inference about the operator's intent.

3. A supplier's corporate page displays a licence seal

A game supplier displays a seal on its corporate website. The buyer's next task is to connect the named company to the contracting entity and the proposed product. A permission held by another company in the group is not automatically the document needed for the agreement being signed.

Keep product names, corporate entities and licensed activities in separate fields. Ask the supplier to explain any mismatch, and record whether that explanation is supported by the reviewed documents. Our research on who operates online gambling brands applies the same entity discipline to operator records.

A reusable Curaçao evidence record

Article 3.1 of LOK provides for a public register covering licences and certificates, including their type, activities, holder, commercial registration number, grant date and validity status. That makes the original field labels worth preserving rather than replacing them all with a generic “verified” tag.

The following is the BETTIMES research checklist, not an additional CGA licensing requirement:

  1. Define the decision: consumer-site check, supplier procurement, company profile or historical research.
  2. Capture the contractual entity, brand and exact website address separately.
  3. Identify the document type and save the authority's record URL, not just a footer screenshot.
  4. Transcribe the relevant identifiers, activities and status without renaming the authority's fields.
  5. Save the access date and note which parts of the record could not be checked.
  6. List conflicting documents and the action needed to resolve them.

A short conclusion is often more useful than a broad verdict. For example: “The contract and reviewed record name the same entity; the additional consumer domain remains unverified.” That tells the next reviewer what was established and what work remains.

The operator licence tracker separates source-backed matches from claims requiring review. For the wider method, see how to verify an online gambling licence.

What to do when a source is unavailable

During this review, the CGA homepage's offline notice was visible, and the planned domain-management PDF link redirected to that homepage. We did not use the redirected URL as if the manual had been read, or infer the status of an individual licensee from the outage.

Save the unsuccessful check and its date. If an older record is retained, label it with its original observation date and identify the current check as incomplete. Do not silently advance the old record's verification date just because its contents were copied into a new article.

For time-sensitive due diligence, contact the authority through its published contact channels and seek appropriate professional advice. A publication can report the access limitation; it cannot repair it by guessing. Likewise, locating one accessible page does not show that the rest of a service is working.

Frequently asked questions

Is LOK already in force?

The CGA gives 24 December 2024 as the ordinance's commencement date. Individual provisions can have a different timetable: the published text defers specified supplier provisions for two years. Read the provision relevant to the activity, rather than treating the general commencement date as the start of every obligation.

Does a B2B licence cover a casino website?

A supplier certificate concerns its entity and supply scope. A consumer-facing operation needs its own appropriate evidence. For a procurement file, compare the supplier's contracting company and proposed product with the reviewed permission; do not carry a supplier match over to an operator simply because the product is used there.

What is the difference between the two CGA certificates?

The License Certificate concerns the licensed entity. The Certificate of Operation concerns an approved player-facing domain. If a file contains only one, record which question it answers and leave the other check open. A logo shared across several sites is no reason to merge those sites' evidence records.

Does a Curaçao licence settle access to another country?

This guide makes no such finding. A check of Curaçao documents is not a review of another jurisdiction's gambling law. Define the intended market and product, then investigate the applicable local requirements separately. Corporate permission, customer location and lawful market access should be separate questions in a due-diligence file.

Does an unavailable certificate mean the business is unlicensed?

An access failure is evidence that the check could not be completed at that time. It does not, by itself, establish a regulatory decision. Preserve the attempted URL and date, distinguish any older evidence from current verification, and seek clarification before turning an incomplete record into a claim about the business.
